Odisha reverts to old performance appraisal system, drops 5T and ‘Mo Sarkar’ criteria

Bhubaneswar, Aug 7: In a notable development, the Odisha government has decided to eliminate the 5T charter and the 'Mo Sarkar' initiative from the preparation of confidential reports for its employees.
Sources indicate that the state government has removed both the 5T charter and 'Mo Sarkar' criteria from the Confidential Character Reports (CCR) for Group-A, B, and C employees. The General Administration and Public Grievance department has issued a notification confirming this change.
As a result, the state has reverted to the previous system of Performance Appraisal Reports (PAR) that was in use before the 2019-20 period. The decision reflects a move to simplify and streamline employee performance evaluations by removing these additional criteria from the confidential reports. The government has stated that the inclusion of 5T charter and 'Mo Sarkar' is no longer deemed necessary for the comprehensive assessment of employees.
