SCB doctor faces expulsion and legal action over rape allegations
Bhubaneswar, Aug 24: SCB Medical College and Hospital (MCH) in Cuttack today announced the rustication of Thakur Dilbag Singh, a resident doctor in cardiology, following his arrest for allegedly raping two patients on the hospital premises on August 11.
The decision came after a high-level meeting and a probe report that called for immediate action against Singh, according to SCB MCH Medical Superintendent Sudhansu Sekhar Mishra.
Earlier in the week, the Director of Medical Education and Training (DMET) instructed the hospital's dean and principal to expel Singh based on a report from a three-member inquiry committee from the Health and Family Welfare department.
The 35-year-old doctor from Bhopal faced severe backlash from the victims' families, leading to an assault that required his admission to the hospital's trauma ICU. Following the FIR lodged by the victims’ relatives, a case was filed under section 64(2)(e) of the Bharatiya Nyay Sanhita (BNS) at Mangalabag police station, and Singh was arrested on August 13. He allegedly attempted rape under the guise of performing an ECG.
The Mangalabag police have transferred the case to the Investigative Unit on Crime Against Women (IUCAW). “Given the gravity of the allegations, the case is now with IUCAW. Lady Inspector Anjali Chhotray will lead the ongoing investigation,” stated Additional DCP Anil Mishra.
