Odisha Chief Secretary directs strict anti-corruption measures, stresses transparency in governance

Bhubaneswar, Sept 11: In a significant move to strengthen governance and curb corruption, Odisha Chief Secretary Manoj Ahuja has directed all departments and District Collectors to adopt strong preventive measures against corrupt practices. In a letter to senior officials, Ahuja reiterated the State Government’s commitment to a transparent, accountable, and citizen-centric administration.
Citing recent cases unearthed by the Anti-Corruption Department, Ahuja underlined the urgent need for proactive vigilance to eliminate the root causes of corruption through administrative, legal, social, economic, and educational measures. Referring to the recommendations of the Santhanam Committee, he advised officials to identify sensitive areas and act before corruption takes root.
To ensure transparency, departments have been instructed to adopt e-procurement, e-tendering, third-party certification, and online replacement policies in procurement and contract management. He also emphasized employee rotation in sensitive posts and simplification of rules to reduce discretionary powers that often lead to misuse.
Ahuja further directed the use of citizen-centric initiatives like ‘Aam Adhikar,’ WAMIS, and Work Pass Book to provide real-time information and strengthen accountability. Departments must also establish Internal Vigilance Committees (IVCs) to prepare action plans against corruption.
Reaffirming a zero-tolerance culture, Ahuja stressed regular reviews by senior officers to promote awareness and build a people-first governance model.
