BDA outlines infrastructure plans in Town Planning scheme meeting with landowners

Bhubaneswar, Jan 21: Bhubaneswar, Jan 21: The Bhubaneswar Development Authority (BDA) held a meeting today with landowners to discuss the draft Town Planning (TP) Scheme-8, which focuses on the Andharua and Daspur areas on the city's outskirts. Landowners participated actively, sharing their suggestions for transparent planned development in this peri-urban region.
Key officials present included BDA Vice Chairman Dr. N. Thirumala Naik, Deputy Commissioner (TP) Bhabataran Sahu, Land Officer Sipak Kumar Patra, Sub-Collector Manoranjan Sahu, BDO Devi Prasad Mohanty, Additional Tehsildar Siddhartha Gourab Parida, ATP Mansi Mahanty, and Andharua Sarpanch Smt. Swarnalata Baliarsingh.
Deputy Commissioner Sahu explained the objectives of the TP Scheme, providing an overview of past infrastructure projects and land possession activities from earlier TP Schemes 1 to 4, which cover nine mouzas, including Sahajpur and Tamando. He also mentioned the ongoing construction of a ring road in the area.
Sahu outlined the steps taken to prepare the draft plan, emphasizing the importance of adhering to the ODA Act of 1982 for successful implementation. He noted that these TP schemes receive periodic monitoring and financial support from both central and state governments for planned development.
Dr. Naik assured landowners of timely scheme implementation and encouraged them to utilize the TP Scheme Help Desk at the Kalinga Nagar TP Office for any assistance. He also asked the Sub-Collector to address any pending revenue issues.
Under the TP Scheme, landowners will contribute 40% of their land for urban infrastructure while retaining 60%. This plan includes the development of roads, drainage, water supply, sewerage, and electricity connectivity, which is expected to enhance the value of the retained land and improve access to infrastructure.
The Comprehensive Development Plan (CDP) 2010 includes a proposed 64.9 km ring road, with the BDA planning to implement 45 TP schemes across 58 revenue villages along its path to promote sustainable development while minimizing land acquisition. The Town Planning Scheme aims to pool land from various owners and redistribute it efficiently while reserving areas for open spaces, social infrastructure, and housing for economically weaker sections.
