BDA makes UAN mandatory by August 31; major progress in leasehold-to-freehold land conversion

Bhubaneswar, July 29: The Bhubaneswar Development Authority (BDA) has announced that allottees must generate a Unique Account Number (UAN) by August 31, which is now mandatory for accessing a wide range of pre- and post-allotment services. These include asset allotment, lease deed execution, No Objection Certificates (NOC) for loans, asset transfer, and leasehold-to-freehold conversion.
Allottees can generate their UAN through the official BDA website: www.bda.gov.in. The UAN will act as a reference number for all future transactions. To assist residents, BDA will soon set up a UAN Facilitation Cell at its office to provide support with registration and related queries.
Meanwhile, BDA has made significant strides in its leasehold-to-freehold land conversion drive. Out of 1,250 applications, 743 conveyance deeds have already been registered. A total of 843 applications were submitted online, indicating strong public response to BDA’s digital initiative.
Eligibility for conversion requires construction of a house on the allotted plot, possession for over five years, and a valid lease deed. Conversion fee is 3% of the 2024 Benchmark Valuation.
Plots under mortgage need an NOC from the lender, and any civil disputes must be resolved before approval. Encroachers must vacate the land and submit an affidavit to qualify.
