Bhubaneswar, Feb 11: In a strategic move to intensify anti-Maoist operations and encourage insurgents to return to the mainstream, the Odisha government has revised its Naxal Surrender and Rehabilitation Policy. The Home Department has issued a formal notification outlining enhanced incentives and expanded eligibility under the updated framework.
Under the revised policy, Maoists from across India — including central and inter-state cadres — can now surrender in Odisha and avail rehabilitation benefits. The government has also streamlined the process, ensuring that rehabilitation assistance is provided within 60 days of surrender.
Financial incentives have been significantly increased. Central Committee or Politburo members will be eligible for assistance up to Rs 1.1 crore, while State Committee members can receive Rs 55 lakh and Regional Committee members Rs 33 lakh.
Additional rewards are offered for depositing arms and ammunition. Incentives include Rs 4.95 lakh for a Light Machine Gun, Rs 3.30 lakh for an AK-47, Rs 1.65 lakh for INSAS or SLR rifles, Rs 550 per grenade, and Rs 55 per bullet. Those surrendering without weapons will receive Rs 25,000 extra. Maoists carrying bounties above Rs 5 lakh will also qualify for a Rs 10 lakh fixed deposit, promoting rehabilitation and peace building.
