Bhubaneswar, Feb 11: Odisha Commerce and Transport Minister Bibhuti Bhusan Jena on Wednesday announced that the state government is considering reducing toll fines imposed on vehicles, particularly those related to Pollution Under Control (PUC) certificate violations. The proposal is aimed at easing the burden on motorists while maintaining regulatory compliance.
“Our aim is not to penalise citizens unnecessarily. The government is examining the possibility of reducing the Rs 10,000 fine currently imposed at toll gates on vehicles without a PUC certificate. Similar to a fitness certificate, a PUC remains compulsory, but enforcement will be fair and practical,” the minister said.
Jena acknowledged that many vehicle owners face difficulties in obtaining PUC certificates due to procedural hassles and accessibility issues. However, he reiterated that it is mandatory for all motorists to carry valid documents, including a PUC certificate, vehicle fitness certificate, and driving licence, to ensure environmental and road safety standards.
Referring to a recent Odisha High Court ruling, he stated that vehicle owners must clear all pending challans older than 90 days before applying for a PUC. The court also dismissed a PIL challenging PUC issuance norms.
