Bhubaneswar, Feb 20: Mohan Charan Majhi, who also holds the Finance portfolio, on Friday presented a ₹3,10,000 crore Budget for 2026–27, marking a major expansion in public spending with focus on capital investment, infrastructure and social services.
As per the Budget at a Glance released by the Finance Department, total receipts and expenditure under the Consolidated Fund are estimated at ₹3.10 lakh crore. Revenue receipts are projected at ₹2,48,500 crore and capital receipts at ₹48,500 crore. The State has estimated a revenue surplus of ₹33,000 crore, while the fiscal deficit is pegged at ₹38,800 crore.
State’s own tax revenue is projected at ₹70,000 crore, led by State GST at ₹29,500 crore. Non-tax revenue is estimated at ₹71,000 crore, with mining royalty contributing ₹53,000 crore, highlighting the strength of the mining sector in Odisha’s economy.
On the expenditure side, ₹94,500 crore has been earmarked for capital outlay, reinforcing asset creation. Social Services receive the highest allocation at ₹1,25,583 crore, followed by Economic and General Services. The Budget also sets aside ₹5,375 crore for Disaster Risk Management and ₹10,625 crore for transfers to local bodies.
